Reordered Select Station screen: Quick Start, QR Code Scan, nearby BLE stations
Added options to Accept Fees screen
Obtain BLE location list, remove nearby BLE station area if too far away from any location
User to select side (Left, Right) when QR Code indicates multiple connectors at station
