This app is used by entities such as DMV offices to facilitate VPN connectivity to access cloud-based enrollment application software that is used to issue ID credentials. It is the expected behavior when this app opens, to simply display the chrome browser and show either the home page or a recent, random website from an open browser tab. Nothing else is supposed to happen. Later this app will be configured to point at a web-based server of the DMVs choosing.
