Have you tried uninstalling or rolling back chrome to factory version on your phone if the installation of this app prompted these effects? I had installed version 66.0.3358.158 back a week or so ago & it was horrible on my S9, was crashing other apps including the system UI itself. I'd recommend rolling back to factory version of chrome first to test that is the bug's source, check your ROM for updates & update chrome off here to a level or 2 lower than ver 66.0.3358.158 , hope this helps.
