You need to download the obb files and apk files and make sure you have a vpn running, placing you in mexico. Id delete your apex download and when its done click the 3 button drop down thing next to the download button and select download obb files and apk files. That has worked on all my phones. Its way easier on apple tho, create a new apple id with it in the country/region of mexico, start the vpn that puts you in mexico(i recommend expressvpn), and then download apex directly from your app store. You will need to google random mexico addresses and use one that gets generated. Happy hunting legends
